Carr-Barmasse’s (Mission:Ignite) comments about the NYS Prompt Payment 
Bill, I’ve built a ResistBot petition to urge Governor Hochul to sign

*I strongly urge you to sign Assembly Bill A634 (2025), also known as 
the NYS Prompt Payment Bill, which is critically important for nonprofit 
organizations across New York. The legislation ensures timely 
reimbursement and mandates interest on delayed state payments, improving 
cash flow and stability for nonprofits. It empowers organizations to 
focus on their mission, retain staff, and serve New Yorkers without 
facing insolvency or service disruptions.*

*Nonprofits play a vital role in providing essential services in our 
state, yet chronic and unpredictable delays in reimbursement have 
threatened their ability to operate. Many organizations have had to take 
out costly loans, scale back programs, and even consider shutting their 
doors—directly impacting vulnerable New Yorkers who rely on these 
services every day. With hundreds of millions of dollars outstanding and 
a third of agencies reporting overdue payments, fair and prompt 
reimbursement is not just an administrative detail; it is the foundation 
for a robust and reliable safety net.*

*By enacting the Prompt Payment Bill, New York would demonstrate its 
commitment to supporting nonprofit providers, enabling them to maintain 
staff, avoid unnecessary financial strain, and deliver programs 
efficiently. This vital reform will strengthen the entire sector’s 
ability to meet growing community needs and allow organizations to focus 
on what matters most: serving our neighbors.*

*Please champion this long-overdue legislation and sign the Prompt 
Payment Bill into law. Your action will ensure greater security,
